Bathroom sink water washback

I put the 'ovice' in novice in regards to DIY but I am having a problem with my bathroom sink.
Everytime Its used the waste water seems to ever so slightly stay in the sink.Its not blocked but seems as if the waste water sits at the very edge of the plug hole (along with all the rementants of the last persons wash....uurgg!.
Does the pipe at the back have to be at a slight tilt to stop this happening ? Any type of pipe I can get to resolve this?
