Bathroom Tap problem

Hello everyone, thank you for reading my post,
i have just joined this forum in an attempt to diagnose a problem with my bathroom taps,

i have just had some new ones installed to the existing pipe work, the cold water tap works fine, however on the hot one, the water pressure keep reducing to a stop, then i have to turn the tap on further to get the hot water going again,

this morning, i turned the boiler off, and i was getting perfect water flow from the hot and cold, but cold water from the hot tap as the boiler was off,

then i turned the boiler back on and as soon as the hot water started flowing again, the pressure began to reduce,

any ideas what might be causing this? im thinking it coud be some expanding, etc within the tap itself, would it be worthwhile to open the tap to check the washer?

im assuming the tap would be fine as its brand new, however based on previous experience not all brand new stuff is actually of good quality!

please help!!

i also forgot to mention, the hot water is fine through out the house, this problem only started on this tap since it was fitted, but when the boiler is switched off, the cold water through the hot water outlet is fine, its only when the water warms up the flow reduces to a stop!

Hello

I used to have a cold water tank, but took that, I just have hot water boiler on it's own not combi, so when I turn the tap on it's takes about 30 seconds for it to heat up from cold to warm
