bathroom wall prep for re-paint

Hi

I'm going to be refreshing the white paint in our bathroom.

When I look side-on at the paint with light coming through the window there are shiny spots. Not sure what has caused these but am worried they will mess up the new paint. The attached picture gives an idea of the effect. It's visible over much of the wall when the light hits it in the right way.

I'd be grateful for advice on best way to prep the existing walls for the new paint (which will also be white bathroom paint - pretty boring!).

That's either condensation marks or water splashes.
Could also be from spray cleaners. Hard to say but my wife splashes a bit with her long hair.
Damp wash over and paint. Should be fine.

Damp wash over with just sponge and water?

Sugar soap which is a chemical cleaner that won't effect paint or just water
