Baxi 124 not powering up

Hi all,a gas engineer advised us that our motherboard was at fault so we replaced it but still not powering up.however there is a high pitched noise inside boiler.also it refuses to accept water when we try to get water pressure in rads.so there's power going through it but just blank screen,any advice much appreciated
