Baxi 80ECO Heating issue

Hi.
I have a 15 year old Baxi 80ECO which has been removed and refitted after decorating and plastering.
It's been off 4 months, on start up with the switch on tap/radiators the boiler ignited and runs but water is not getting hot on Luke warm.
Radiators are flat cold and are bled.
Any help will do as I've pulled out the last hair I had with this.
Mains green light is on and neon light comes on when HW tap is turned on and boiler ignites fine.
Thermostat is new and is on max but not bringing the boiler on.

It seems to have been refitted by someone who is not gas registered.

It would be good advice to get it checked for safety as well as the cause of the problem identified.
