thats a pretty rough cutout installation, no trouser on the service cable and no proper cutout. I suspect there's loads like this about and it's probably not unsafe as such as there is still a neutral block and a cutout fuse.

I agree he has overstripped the grey sheath a bit.
As for the rest looks like he only had a short length of supply cable, so not a lot he could do there, also looks like two supplys so needed the neutral block.
The live block possiby could of gone, but maybe the CU tails were short
and not really his job to change.
The other cable lenghts are reasonable and not excessive.

What is it that makes you think it is bad then.

It looks like 2 reds out from the meter, but the Tag is in the way.
does he have an extra off peak board to the right .

Coming into the house, I should've said supply rather than live. Why two cables for one installation?

And yes, I believe the hidden cable out of the meter supplies the second CU (not visible in the picture) for the storage heaters.
 
wheres the netural return to the supply cable then? is it to the left of the meter?

i cant see it at all.
 
Yep, you can just see it coming out of the bottom of the henley in the top left corner
