Hmm, that last time this happened, it was the PCB, (Very expensive)
All I can suggest is that you definately make sure that the pump is not clogged or jammed with somethng, (I once found a £20 note in mine)
If the washing machine is filling, then its not you inlet valves.
If it pumps water back out them its probably not you pump.
If the machine moves, then it would be the PCB.
However, also, because it is not moving means it could be either, the PCB, or the motor.
Does the machine turn at all?
You can also check the bushes on the motor for wear, although this will require turning the machine on its side.
If all else fails, remove the front fasia from the machin and inspect all the electrical components on the PCB. look particularly for resistors which have appeared to have burnt out.
