Best electric heating system

Hi, I have a tenanted one bed flat with old style (30yr old) economy 7 heaters. The tenant is due to move out soon so I was thinking, what would be the best replacement system.
Any ideas?

do you need the building heating 24/7 or just occasionally

Old storage heaters still do what they did decades ago - their disadvantage is you are heating the building 24/7 whether that's required or not.

Given I have one set of wiring installed perhaps dual supplied storage heaters should be avoided but aren't there storage heaters which have both day and night elements but use ony one feed?
Given that electric cars (which will be charging overnight) are increasingly popular, perhaps storage heaters are redundant now anyway. Seems like an E7 tarriff, though cheaper at night, charges a lot more as a day rate. Electric radiators or panel heaters may be the way to go.
Which heaters would improve the EPC of the flat? I guess storage heaters but will that change?
Which ones would YOU go for Flameport?
