Steel doors are usually galvanised, so it is preferable not to abrade away more of the zinc.
Hammerite is actually not a corrosion-resistant coating, rust can continue to grow under it and it is very difficult to remove or recoat.
Red oxide primer, followed by an ordinary oil paint system of undercoat and gloss, gives better protection. There are more modern anti-corrosion primers, but they are more expensive.
