You will need to apply masking tape to the carpet edge, the best way here would be to gently lift the carpet and wrap the tape around it. If you just mask directly up to the skirt there is always the chance of the paint creeping through onto the carpet.
Don't know if it's just my eyes (right Dec ), but it looks as if there is a bit of a gap under the skirting which the carpet goes under. If you can see the bottom edge of the skirting then you might be able to tuck the masking tape under it without the need for lifting the carpet.
I do believe there is Mr H, to be honest I never thought to magnify the pic, the op could with a stiff blade slide the tape beneath the skirt and problem solved I would think.
I prefer to poke cardboard under the skirting. A snipped-up cornflake packet will do. Don't slide it along and re-use it, that's when smudges occur. Put cardboard along the whole length.
