Bestway spa (Hawaii) egg power

Hi folks.
Any idea why the power on the egg won’t come on if the power cable is flat on the ground but if I lift the cable up an inch the power comes on?? Seem to be a clicking noise (?float switch) that cuts the power when cable low to ground.

Cable damaged internally, or there is a loose connection.

Tried all that already. It’s something to do with a switch clicking is what we’ve narrowed it down to mate.
