Biasi combi

I recently moved into a 2-bed flat with a Biasi combi boiler fitted, which as far as I can tell is not to old (maybe two years).

Firstly, we can't get "hot" water from it unless we reduce the tap / shower to a dribble.

Secondly, when the boiler comes on, we notice a smell coming from it or the pipes below, not unlike sewerage.

Can these problems be remedied? Do we need a new boiler, and if so, will another combi do, or should we replace the cold water tank with a hot water tank, and get a new system?
