Birds in the loft - felt damage allowing access

What is the best way to stop birds entering my loft, from inside it appears the felt under the tiles at the edge has become damaged as you can now see daylight and the felt is hanging down. It is difficult to get up close inside the loft.

How can I repair this from inside or out without an expensive tile removal and refit?

When you say edge do you mean at the bottom where the gutter is or heigher up/up the gable?
 
It is at the bottom of the roof above the gutter, not looked closely from the outside yet. From the loft I can see the felt has torn and is haning down which I guess is where the birds are getting in.

Yes, the birds are probably getting in through the little ridges in the ends of the tiles, you need the tiles pushed back, an eaves tray inserted to lift the felt and some bird comb installed that sits under the tiles.
