Yes, I've taken it down.

So you're saying the dot just gives you the location of the satellite dish (Sky) or letting you know it's up there in case you're carrying a ladder?

Health and safety.
It's a hole and plug for a temporary eye bolt to tether the Sky installers ladder.

I.e. here's a working at height ladder safety kit...
