bleeding radiators

Most of my radiators function correctly, except two in the house. The two that don't seem to come on at all, unless I turn the thermostat up to at least 74 degrees are in line with one another - one upstairs and one under in the kitchen. I turned a large valve inside to the open position, thinking I was possibly bleeding it in this way. However, these two still only come on when the thermo is turned high. Any ideas?

In the UK we would normally say this is a balancing problem, but I have no idea how things are configured in the US. And your large valve - pass!
