Bleeding rads!

Ok, so I had a radiator off for decorating and has been off for about 3 months. Now I've put it back on and I can't get it to fill up.There is no sound of air escaping when I use the bleed key.I've got both the valves open and I did hear an initial rush of water when i turned them on.Now the rad is hot at the bottom but cold at the top. I've tried bleeding with heating on and off. Any help would be gratefully received. Inhibitor was placed in system 2 years ago. Also I have a TRV fitted if this makes any difference.

Remove vent screw, poke a needle in, wiggle it, replace screw. Bit of grot is all it takes.

Thanks again for the tip ChrisR it worked a treat. I suppose that living in Antarctica has given you a particular insight into heating matters :!: Luckily the house is not in a moat DP :)
