Building a steel rsj garage with 6 foot high blockwork between the rsj's. Do I need to put any dpc's in the blockwork? Will be plastering the outside. TIA

You need a damp course anywhere there is damp, that you don't want to get into the wall.

What's stopping those column base fixing bolts from just shearing off?

How thick is the edge of the concrete?

I don't know what's stopping the bolts from shearing but they have been done like this for many years without any problems. Theres 14 inches of concrete with steel around the edges.

What massive shear forces are you expecting to be applied?

If they are expansive bolts, then it wouldn't take much to see the outer fixings pop.
