Board, Bond and Skim?

Just curious - is it acceptable standard practice to bond over plasterboard before skimming? ( I'm assuming to level uneven boarding).

Will it cause future problems then JB? Just spoken to plasterers on site and they say its to level walls. (House is Victorian, walls lathe and plaster with the old plaster removed,original studwork and lathes left in place and boarded over). I don't think the whole boards have been bonded over, just the low spots. (of which there are many). I thought this was unusual, but to be fair the finish is excellent.
