Boiler Noise but boiler not on ???

We live in the top flat of a victorian conversion in the middle of a terrace. Our kitchen is above the neighbours below. Our boiler is in the kitchen.

We have this sound coming from the boiler (or around there) sounds like a hum that you might get from overhead powerlines.

Thing is if we cut the power to this flat and also the flat below at the same time, the sound is still there.

Not sure what it could be. Neighbours below just had their flat refurbished.

It sounds electrical.

I did record it but it doesn't really seem to have picked it up as it's quite low bass vibration, but it's here anyway :

try turning off the water stopcocks

though it sounds to me like a motor, such as an extractor fan. Might be next door.
 
Is there a loft? Any chance it is some kind of extractor for another lower flat?

Ball valve in loft tank or toilet.
Turn off main stopcock as already stated and see if noise stops.

BTW: can't hear sound file as at daughters sports day and it's very noisy here :D
