It’s not uncommon,check thoroughly around your rad valves as it’s a minor leak.
It's (more than) "enough", depending on EV size and precharge&filling pressures, ~ 0.5/0.8 litres every 4 months, 1.5/2.4 litres/year, you should add a drop of inhibitor now and then.

Seems excessive in my limited experience, I keep a eye on three relations sealed systems, two oil fired, one gas fired, all only require topping up by ~ 0.2bar every 9/12 months.
