Bosch sgs43 programme problem

The machine fills up and drains off then fills up again and drains of again....... It never gets any further. I have had the pump off and it is clean and free. It just won't start running through the programme.

Any advice greatfully accepted.

pardon my ignorance, but what is it? a washer ,dishwasher etc.
