brand new radiator cold at bottom only warm at top

the valve is fully open and i closed valves by a fair bit on other rads
made things slightly better but still not getting really hot ..
another rad in same room gets extremely hot doesnt seem to make any difference if i open/close valve on this one only a rad in another room seems to affect it but then only marginally ........ any suggestions?
btw its a large double rad

When you say valve is fully open I take it you are referring to the on/off valve, but what about the lockshield valve at the other side, have you adjusted it to control the flow of water through the radiator.

With both valves open and a new radiator it should be ok, but it makes me think.
Could there be a partial blockage at one of the valves restricting the flow even if it is fully open.
Is this an replacement or additional radiator, if additional, has the pipe work been changed in any way. I thinking the pumped water will take the easiest route if there two choices the flow to the new radiator may be insufficient.
I think I would close down all the other radiators in turn to establish if and when it functions correctly.

COuld be an air lock - close lots of the other rads. One end on each will do.
