brick pointing rough surface

I have found on one side of the wall of my house, the brick pointing is not very smooth and has a rough surface, especially above certain rows. As shown in the photo, the mortar in the upper circle is not very smooth, while the mortar in the lower circle is smooth and neat. I wonder if this is just due to weathered mortar and is it normal?

The house is c. 30 years old. Any advice is much appreciated.

Yeah weather.
Treat wall with stormdry may help. Maybe. That's what I'd do although I'm not an expert

Thanks very much for all your replies. It's good to know it is just weathering. Some of the mortar in one of the vertical pointing is missing (as shown in the photo). I'd like to fill it in, but the position is too high and my ladder won't reach it unfortunately. I wonder whether I can leave it? Thanks for any advice.

Thanks for your replies Ivor and Deluks. Sorry, I am not English (actually German), so I am not sure if you are serious or just joking :) I guess I don't need to do anything about it?
 
Serious.
Lump of goo could be some sealant from a gun, or a firm mortar mix.
Or borrow a ladder from someone.
 
I don't understand how you could possibly sleep at night knowing that you have a piece of mortar missing!
I would personally knock the house down and rebuild...
