Brick wall footings

Hi,

I want to build a brick girth around the base of my house, just 7 courses high. There is a concrete path all the way round the house which is four inches thick. I don't expect to be allowed to lay straight onto it, but the building officer wants me to dig down a metre to make new footings, surely a foot deep would be enough!?! Could I even just add a couple of inches more concrete on top? The girth will be tied into the house bricks as well (which has v. deep foundations!).

Answers on a postcard please! :D

What you have to remember is that the immediate perimeter around most buildings is spoil backfill.

Building control will not let you build off made up ground.

Regards the concrete path. Suppose someone wants to dig it up one day?
 
Why are building control involved with this?

If you dig down to the foundations, then you should find that they step out enough to build this single skin off, and as its not structural work, there should be no problem
