Hello,
My son had an accident with his TV / monitor. The screen is damaged and unusable. The rest of the TV seems to be working without much of a picture.

My question is: Is it worth / feasible to repair or change a flat screen on a 22" TV?

You might be able to get a suitable panel on eBay, and the installation is relatively simple. Whether it's worth it for what was a low end device in the firstplace is debatable.

I'd expect a new 22" panel to cost around £100. Add to that any labour charge + 20% VAT and assume that it will last for three years (barring accidents). If that's cheaper than a replacement (bearing in mind the time and hassle) then it's worth it.

Far cheaper if you could find a damaged TV of the same make/model (which you omitted to tell us) with a good screen. But I think the chances are slim.
