'Bubbling' vinyl flooring

Hi, have had vinyl flooring laid in a new conservatory which runs straight through into my kitchen but it has started to bubble up in various places. Having had the fitter back 3 times to refit decided to call manufacturers who have sent an independent expert to examine and he has said that the moisture/damp content of the conservatory is too high making the flooring bubble. He claims that the concrete pad should have been left to dry out before the screed finish was applied. The builder told us to let it dry for 2-3 weeks before applying any flooring, which we did. We are now in a situation where we have the following choices 1) the flooring is glued down all over and risk the moisture spreading out to the walls 2) it is relaid loose, (not fitted by glue around the preimeter), so that the moisture has somewhere to escape to or completely replace the flooring with something different. The expert claims that a subfloor cann take upto a year to dry completely!!!!
