Buderus 500 24s

Buderus 500 24s flashing 7C + spanner, press reset displays fault P4.
I have checked the flow and safety sensors the readings and temperatures against the MI's chart they were 1.5 Kohms so changed the flow sensor both reading the same now. Checked the wiring harnesses both were ok also checked the board connections but still have the above fault codes.

I'd appreciate any help.
