The Brexit Omnishambles is going badly, and keeps getting worse, so he hopes to protect his future reputation by distancing himself from it. But he doesn't want to resign, as he wouldn't them be able to claim it's somebody else's fault that he didn't steer the Titanic to its glorious destiny.

He keeps flagrantly doing the most irresponsible things, and Theresa punishes him by keeping him in post.
