thinking of applying for permission to build a two bed dormer style bungalow at the bottom of our very large garden, nothing fancy,
IS there a general rule of thumb for cost per m2 including groundworks upto weather tight stage ? thanks in anticipation
also costs by utility companies for laying on services ??

Yes. A local architect will be the best placed to give you a figure, because he'll know the going labour rate and the other factors that affect costs, e.g. depth of footings for your soil type.
