Building regs for guest toilet?

I had a saniflo installed in a large internal storage cupboard in 2007. It vents into the main soil pipe from the bathroom above, as does the sink next to it. The cupboard has an opening window, similar position to a 'normal' cloakroom next to the front door.
At the time it was installed, the plumber (registered, very good) said it did not require regs. I am now selling the house and the buyer's solicitor insists it does. I asked the local Council and they now have a blanket "everything needs regs" approach, and no memory of what was or was not required in 2007. Meanwhile my house sale is stuck.

Any advice or pointers please (and thanks)?

Either bluff 'em and say if you want the house then buy it irrespective of whether the loo need reg's or not.

Or get it retrospectively regularised whereby you will likely have to fit a mechanical extractor fitted and get the svp connection looked at etc. No biggie.


Or rip the loo out and say "there you go - a storage cupboard!" ;)
 
A toilet does not need a fan, just an opening vent. I have just done this and the BI just looked at the trickle vent on the window and said OK.
 
It's only for the electrics that you needed regs as the opening window deals with the vent requirement.Get a sparky to sign it off.
