Just about to insulate my ground floor. The stuff I have is 2.3 thermal resistance.

do I need to worry about building regs when retrofitting?

When selling the house, only a full structural would find it, but what are the implications? My house is full of old stuff which doesn’t meet regs.

Does it matter in terms of insurance etc?

Two people I know vaguely in the trade said it’s only really for new extensions and new buildings. It won’t make a difference for insurance/selling unless someone wants to do full structural which is highly unlikely for my property

No, you don't need to worry about it, because nobody is ever going to find out. If they somehow did, then you can claim that it was not "technically, functionally or economically feasible".

Just in case there are any pedants watching, I am not suggesting disregarding building regs in their entirety. I mean specifically, your concern about having to upgrade 100% of something if you're upgrading more than 50% of it [which is what I assume you were alluding to].

Well if you sell in the future, nobody knows when the work was done - it could've been done before that building regs rule came in.

Obviously within reason it's best to go for the lowest u value you can.
