building replacement windows?

I have a couple of windows with rotten frames and broken glass. I could just replace the glass but the rotten frame would cause problems. So, instead I'm making new frames and windows to fit. It would appear that I need planning permission for this. The question is can I get away with single glazing? Whatever I do will be considerably better than what is there now. I can't afford to double glaze so this seems to me the best course of action but am I going to get stung building control?
I appreciate any advice etc. Thanks

I'm no expert of regs but if you're replacing like-for-like and the property isn't of any historical importance then I can't see why it would be any issue. If you're changing the appearance significantly then you may need permission. A quick call to you local planning office should give you the answer.
 
You say you need planning permission and then refer to building control. These are separate things. Planning would not normally be interested in windows and doors unless you live in a sensitive area or the building is listed/historical. Either way replacement windows do need to comply with building regulations and single glazing is not acceptable unles the building is exempt for some reason - i.e. listed/historical. You can renovate the existing frames and replace single glazing but if you replace the frame then single glazing wouldn't comply.

How can you not afford to double glaze? How much more is a sealed unit as opposed to a single pane?

Why don't you just not pay the fee and spend the money on glass?
