Buying a dormer bungalow with low ceiling in stairs

I have seen a dormer bungalow that I would like to buy. The issue is that the part of the ceiling that leads to the upstairs is quite low. Its near the bottom of the stairs and I would say the clearance is around 5"6. This doesn't seem to comply with building regulations. I think the dormer was built at the same time as the bungalow, maybe around the 80's. What I want to know is it ok to have less clearance or is it something that would need to be changed? I am not sure how easy that would be as I don't know what is behind the celling. It may be some sort of support. Are there any other option for getting more clearance?
