Cable fastened to hot water pipe

I am decorating the room where my CH boiler is located and have noticed a cable fastened to the hot water pipe. I think it is the earth wire from the boiler as the other end is fastened to the gas meter. The cable is clipped tight against the pipe and the pipe does get very hot. Is this safe or should I try and move the wire to the side of the pipe? My DIY skills are minimal so do not want to move the cable unless necessary.
I should be grateful for some expert advice

Its a main bond. There will be one on your water main too, if its metallic. They all go back to the consumer unit area and are connected to the suppliers earth (or your earth rod if you have one) there. The idea of the main bond is to remove any potential voltage from the metallic service to eliminate the risk of electric shock in the equipotential zone (the house). ;)
