Cable routing

Need to re-route some cabling in order to 1) Change kitchen lights from two spots to eight halogens . As I cant get to celing void I am going to drop the ceiling by two inches and run the cabling inside the 2" void. Is this allowable - are the any specific safety requirements I must be aware of?
2) I am also thinking of running a dedicated emersion tank cable in the same void - OK?

P.S. AM aware that for the halogens I will have to cut into the original ceiling in order to give 'breathing space'.

good idea with cutting hole in main ceiling. What material are you using for the dropped ceiling?

I will be using plasterboard for the dropped ceiling on 2" battens.
