Can an upvc Window be installed without Fensa cert.

I will be building an extension under permitted development, no plans needed, I hope tp replace 1.5m wide upvc window with French doors and transfer it to the new build, building regs BCO will be involved,
(1) can I install it and the BCO pass the work (If ok)

(2) The French doors install is not part of the extension but would be obvious what has happened, will this be an extra Building regs. fee on top of the one for the new build?
