Can anyone identify this fixing?

Ordered a roof rack for my car and it only came with 3/4 of these fixings. Any ideas what they're called so I can order one?

Ordered it off a guy on Ebay using a guest account, so not sure I can contact the seller. I've sent an email to the manufacturer but no reply yet

Manufacturers is the best option anything you buy other than what it came with probably won't fit.

If you have a Tap and die set, plus a vice and file, you could knock that up in ten mins.
Quicker if you found a piece of steel with a ready tapped hole.

Unless he made it clear that it was missing the fixing you should be entitled to redress.

If you measure the dimensions and tapped hole size you should be able to find an equilvant
