Can I remove wall vent and how?

Hi all, I've just removed a radiator to decorate and figure out why it's so draughty behind it and found a vent leading outside. The bricks have come away from around the vent and it's a bit of a mess.

So can I remove this vent? If so what's the best way to do it and fill in the gap it leaves?

Any advice is appreciated

Do you have any gas appliances in the house, if so, what are they and where are they?

Worcester Greenstar 29cdi combi which is upstairs on the opposite side of the house in the bathroom airing cupboard
 
As long as you have no open flued gas appliances then I can't see any good reason for the vent.
 
Was planning on mortaring in a thermalite brick, then sticking on a layer of gypsum undercoat. Would that be OK do you think?
 
Sounds good.

Remove the vent cover on the outer leaf and replace with matching brick
