Can i use Ballast and cement to make concrete?

Basically i am building a retaining wall with 9 inch hollow blocks, however i need to lay my foundations first, so if you could help it would be welcomed greatly.

firstly i have 4 tonnes of ballast, can i mix cement with this to make concrete strong enough for a retaining wall, also would you be able to assist me by telling me how much cement i would need for lets say 1 tonne of ballast.

Ballast (sand and gravel mixed) is the main ingredient in concrete.

It takes a little over 6 x 25kg bags of cement per tonne of ballast.

Four tonnes would require about 26 bags of cement.
