Can you see why there is damp under this window?

Hi, my paint is peeling to the right of the window and underneath.
I am.getting high moisture readings in these areas.

I am also getting high moisture readings towards the roof, then lower reading half way down the wall, not sure if that is connected.

Maybe partly because some of the still has chipped off?

Should these type of cills which in assuming are some sort of stone be painted, or should I strip the paint?
