Can't remove shower temperature control tap

I have a twin concealed shower valve- recently it has got incredibly stiff when turning the temperature control (bottom tap) clockwise to cold but still smooth when anticlockwise to hot.

I want to try remove the tap to see if I can work out what is going on. I have removed the grub screw from the side and can see the thread below but also some blue plastic that I am not sure what it is.

The tap cannot be pulled off even when the grub screw has been removed. I have tried soaking it all in vinegar (using a taped on yoghurt pot contraption :LOL:) and using WD-40 but no use and I still cannot remove it.

Is there something I am doing wrong or what is the best way to remove the tap so I can get to the bottom of why the tap is stiff.

Does the white ceramic bit with the name on prise off?
 
Yes I have replaced that previously - it is just for metal underneath - no screw etc unfortunately
