Cant undo tap valve on bathroom basin cold tap

Please give advice on undoing the cold tap valve on bathroom basin tap.
Need to remove valve as no water will flow as it has come off thread travel.
Doe the same on bath taps but able to undo these with a adjustable spanner.

Keep trying with spanner but valve wont turn.

I take it you are trying to remove the insert within the tap?
Using a spanner?
I use a short length of steel tube over my adjustable spanner as a lever to get more leverag.
Then a short length of 28mm over the tap spout to hold the tap in place

Managed to unscrew one of the tap heads but the other tap head won't unscrew. Tried grips but not turning any ideas please ?
