Cavity closers for beginners :)

Builders built two walls with window openings and also cut window openings in existing walls. We are doing the work now. Some window openings are okay but not sure what to do with these situations (photos attached):

- Celotex is attached in place with no recess - install cavity closer with no insulation OR try to cut celotex and install cavity closer with installation?
- Celotex has been cemented in place with no recess - install cavity closer with no insulation?
- Cavity is cemented or blocked up - install cavity closer with no insulation?

Why didn't the builder fit the cavity closers as he was building?

It was extra money. So we're doing it to save money. We will also fit windows and render.
