Although the ethics of what he does is questionable, it does show that the law is an ass and needs an overhaul.
The problem though is that any act passed has to be general in an almost simplistic way in order to cover a multitude of outcomes, making it too complicated to start off with makes it too specialised or narrow in it's coverage and only guarantees it meets with a rapid demise, so it is left for the judges and courts to decide on the findings and turn the act into law on the statute books this is where the complexity comes in and with it loopholes so it could take many many cases and years to iron out these flaws, and it is only these test cases that show it for what it is, eventually the guy in question will talk himself out of a job as the authorities tighten up the loose ends but until then he and many others like him will exploit the situation, so in effect although questionable he is actually doing the system a favour in getting others to debate and tighten up on procedures.
