central heating advice needed

right guys an girls
i'm looking a bit of advice it's not for me but my grand parents 1 is very poorly an tends to feel the cold more than the younger generation
they have a 3 bedroom terrace which is cossie 1 bathroom with a electric shower only.
The C/H is vented system heated by a stanley oil fired range 8yr old with no roomstat or cylinder stat all new rads fully flush'd system but their heating costs are high from jan 2012- now 2000ltrs of oil on the burners lowest settings.
What advice would you give to cut their costs in half bar switching it off

there is Natural gas mains in their street if it's the best option

we're in northern ireland so the weather isn't the best here

Something is wrong.
Perhaps the house is like the tropics.
With 2000 litres of oil in 6 months it should be like the bahamas in there
and it's a terraced house so they need virtually no heat anyway.
Check for an oil leak a wall thermostat and cylinder stat are going to help a lot too if there isn't one.
 
tobe honest is bloody warm the c/h system is not zoned either
whats the best bit of kit to plumb into it ie.. roomstat an cylinder stat kit

sorry 1500 ltrs they have used so far def no leaks new line with no joints just at the tank an fire valve

A cheap wall thermostat and cable to connect it to the programmer and boiler is going to save loads and costs all of £10-£15.
Similarly the hot water tank. No point in having the boiler going if
the tank is hot.
Set the programmer so it only heats hot water a couple of hours in the morning and a couple of hours in the evening.

A few quid saved by not upgrading a system or having a cheap install job done usually costs £100s more in running costs over the years.
