central heating but no hot water

I have a Baxi 100 Combination Boiler. When the central heating is in the OFF position, and all the radiators are closed, no hot water comes out of the tap, it runs cold. There are the normal green lights on both the burn and the tap lights, and then on the burn light you get a red flash and then the burn light goes off. What should also be noted, if I open even one radiator and the central heating is in the OFF position as stated above, the radiators still heat up and the burn is fine. So the two questions are:-
Why is the water not heating?
and
Why is the central heating working in the off position?

Can't recall a Baxi 100 combi. Be exact with the model.

1st thing to check on these is the correct operation of the diverter valve. The internal cartridges on these can stick and seize and cause your symptoms.
Fiddly access to the valve and is really not for a diyer unless you feel confident.
