Central Heating Refill Valve Won't Turn

I am trying to top up a central heating system having taken a radiator off for painting. However, the black handled won't turn. I have applied enough pressure to it and it still wouldn't budge and I'm afraid of applying further pressure and maybe breaking it. Any ideas what's going on and how I can get around it?

Tbh I don’t think that’s the valve you’re supposed to turn, it looks like the boiler isolation valve. Do you have any other valves further down? Can you post a photo of under the boiler pipework and above?
I'm not at the property atm but will be back early in the morning. There are other valves out of picture tbh. I just assumed as it was beside the pressure gauge it was the correct one. Thanks for the response though.
 
Certainly isn't the right valve - that's the valve to isolate (probably) the flow.

Looking at it suggests it might be an older Ideal Logic System boiler? If so you'll be looking for a pipe with valve(s) similar to this.

If it's not under/near the boiler then it'll be somewhere out on the CH, sometimes in and around the HW cylinder area.

Hi mate. Thanks for the reply.

It’s a Logic System 18 gas boiler. The only flexi hose is lower down and seems shut off by default.

Probably needs changing then, but for now you should be able to top up to get it working and it should stop leaking when you close it
Sorry I meant when I open it all I get is a weep. There is no water through it. I noticed at the top end of it the compression fitting has a nipple on it. Does that mean anything?
 
Unless you've turned the valves off under the boiler, then that check valve could have failed. Try opening a motorised valve to manual too.
