Central heating with a mind of it's own??

Can anyone help with the following problem... I have a gas CH system fired from a back-boiler regulated by a single room thermostat. The HW and CH operate quite normally by the programmer but when the system powers down the radiators downstairs will cool as normal but the upstairs radiators remain hot. Also the system will fire up even with the CH and HW switched off at the programmer. There are two Honeywell motorised control valves on the system in the airing cupboard and one is attached to a pipe that also remains extremely hot while the other one is on a pipe that has cooled at the same rate as the downstairs radiators. I think the whole system is at least 15 years old, maybe more. Any ideas???

One of your motorised valves is stuck open. With the programmer off, check the little lever at the end of each valve.

Both should have a fair bit of resisitance to push across from left to right. If one isnt its stuck open
 
Precisely as you say PP...the switch on the valve with the hot pipe is resistant, the switch on the other valve - attached to the cool pipe - is moving without resistance. Does this mean that the freely moving valve is defective and would it require replacement of the entire valve?
 
The one on the hot pipe when it should not be hot dummy. could be synchronous motor microswitch or new head. Or it might never have been correctly wired. We would have to investigate all these scenarios.
