Central Heating Zones with multiple down-pipes?

I am intrested in creating 3 zones (one for the upstairs heating, one for downstairs and one for the heating). The first plumber I called was not confident in doing this, and the second one said it was not possible because I have multiple downpipes to feed my downstairs radiators. Is this true? I would have thought linking all the downpipes into its own circuit would do the trick?

Any feedback is appreciated.

Anything is possible - but all the downpipes don't come from one source, they connect at the nearest points in the upstairs circuit. I nearly put 9 zones in a house but the electrician's cost was too high - he was going to run the cables.
 
the cost of installing the zones may never be recouped in fuel saved if your property is an average domestic size.
