Ceramic Tiles on top of Celotex floor insulation

My kitchen has a concrete floor which gets very cold in winter. I want to put some insulation down (such as Celotex 50mm thick) on top of this I intend to put electric underfloor heating, and then ceramic tiles on top.
My question is - is Celotex suitable for tiling over or is it too soft? Would some 12mm plywood on top of the Celotex be a good to prevent compression?

BAL suggest a T&G plywood which means it would have to be 18 or 22mm thick, all joints glued, back face sealed with SBR. The concrete should also be completely level and smooth before laying your insulation.

You will then need to use a flexible adhesive & grout as suggested by the UF heating maker.
